Custodial mother of 4y/o child, dad wants to surrender parental rights

I am the custodial mom, if the dad surrenders his parental rights , will i lose benefits from the government untill I can get get back on my feet? The dad is a known drug addict, D.C.F. Judge order states that he has no rights and visitation is to be supervised by me, at my discretion and with a witness. Why is this changing because I am divorcing him? I left him 2007, 6 months agter I gave birth. The dad has never paid any monies for her, never tried visitation, he is a stranger,,I taught her 'stranger nrhymes with danger', now that I am getting divorce it seems child safety isn't an issue? he, a stranger can walk away with her for a wkend? I would rathe he surrender his parental rights, however, my daughter and I will still need food stamp card and medicaid for a while. Is it true that we lose our benifits if he surrenders? The divorce is in Florida, my daughter and I live in Texas. We need the food and medicaid. The dad wouldn't be able to pay even if ordered by the court, he would just end up in jail please help with sum facts?
